ICASA is recruiting graduates into its 2026/27 Graduate Development Programme across ten disciplines including Finance, IT, Engineering, HR, Law, Internal Audit, and Communications. Based in Centurion. Salary from R183,160 pa. Closing 26 March 2026. South African citizens only.


The Independent Communications Authority of South Africa (ICASA) is inviting applications from suitably qualified South African graduates to join its Graduate Development Programme for 2026/27. This is a structured, salaried development opportunity spanning twenty-four months, designed to equip young professionals with the practical experience and theoretical grounding needed to build meaningful careers in the Information and Communications Technology industry and the broader regulatory environment.

ICASA is a public entity established under the ICASA Act, No 13 of 2000, and mandated by the Electronic Communications Act, No 36 of 2005 to regulate the electronic communications, broadcasting, and postal industries in South Africa. The authority views its employees as its greatest asset and is deeply committed to identifying, developing, and investing in the next generation of regulatory professionals.

Graduates who are accepted into the programme will be placed within one of the authority’s key operational divisions and will benefit from structured coaching, ongoing performance reviews, and dedicated career guidance throughout the duration of the programme. A network of experienced coaches will support graduates in navigating workplace challenges, ensuring that both professional growth and personal development remain central to the experience.

ICASA is currently recruiting graduates into the following ten programme streams, all based in Centurion:

Finance — open to graduates with a three-year degree in Finance, Accounting, or Management Accounting.

Internal Audit — open to graduates with a degree in Internal Audit, Accounting, or Risk Management.

Information Technology — open to graduates with a three or four-year degree in Information Technology, Software Engineering, Information Systems, Artificial Intelligence, Computer Engineering, Cybersecurity, Computer Science, or Data Science.

Engineering and Technology — open to graduates holding a BEng, BSc (Eng), or BTech in Electrical (light current) or Electronic Engineering.

Human Resources — open to graduates with a three or four-year degree in Human Resources or Industrial/Organisational Psychology.

Council and Secretariat — open to graduates with an undergraduate degree in Administration or Law, or a four-year LLB degree.

Communications and International Relations — open to graduates with a degree in Communication Science, Communications, Public Relations, or Media Studies.

Regions and Consumer Affairs (Consumer Affairs Business Unit) — open to graduates holding a Bachelor of Laws (LLB) degree.

Licensing and Compliance (Compliance Business Unit) — open to graduates with a three or four-year degree in Law or Media/Communications/Journalism Studies.

ICT Licensing Services — open to graduates with a three or four-year degree in BEng/BSc/BTech Electrical or Electronic Engineering, Bachelor of Laws, or BCom Economics.

Across all streams, ICASA is looking for individuals who are results-driven, organised, computer literate, and capable of managing their time effectively. Candidates must demonstrate strong communication and interpersonal skills, an ability to work collaboratively within a team, and the capacity to perform under pressure while meeting deadlines. Depending on the stream, additional attributes such as legal and risk management acumen, creative thinking, audit and compliance orientation, or technical engineering knowledge will be advantageous.

All applicants must be South African citizens and must have completed their relevant undergraduate qualification from a recognised institution of higher learning. Applicants with foreign qualifications are responsible for having these evaluated by the South African Qualifications Authority (SAQA) and for obtaining Recognition for Prior Learning (RPL) certification where applicable.

Remuneration is offered as a Total Cost to Company package. The Finance, Internal Audit, Information Technology, Engineering and Technology, Human Resources, Council and Secretariat, and Communications and International Relations streams attract a package of R186,160.00 per annum. The Regions and Consumer Affairs, Licensing and Compliance, and ICT Licensing Services streams are remunerated at R183,160.00 per annum.
