The City of Cape Town invites suitably qualified, unemployed youth to apply for its Training and Development Student Opportunity Programme. Gain hands-on experience across various City directorates through learnerships, internships, and skills programmes. Apply before 28 February 2026.

The City of Cape Town is inviting suitably qualified, unemployed candidates permanently residing within the Cape Town jurisdiction to apply for its Training and Development Student Opportunity Programme — a commitment to tackling youth unemployment and building skills for the future.

Available Programmes

Skills Programme (Fixed Term Contract)
For candidates with Grade 10/11, Matric/NSC, N1–N5, or NQF Level 2–4. Provides structured, practical experiential learning.

Work Integrated Learning (WIL) (Fixed Term Contract)
For students holding an N6 National Certificate requiring in-service training, or those from a Higher Learning Institution with a formal WIL letter and academic transcript. Integrates workplace experience with academic requirements.

National N Diploma / Diploma
Full-time graduate internship for students who have completed qualifications at an accredited FET College or institution of higher learning.

Graduate Internship Programme (GIP) (Fixed Term Contract)
Open to graduates holding a 3-year Diploma, National Diploma, Advanced Diploma, B-Tech, Degree, Honours, Masters, or PhD from a registered university or accredited institution. May be part-time or full-time.

Learnerships (12–24 months)
For Grade 12 holders (additional requirements vary). Combines theory and workplace practice into an NQF-registered qualification.

Stipend

R36.66 – R57.62 per hour (subject to budget availability)

Key Conditions

  • Applicants must permanently reside within the City of Cape Town jurisdiction
  • Preference given to graduates from Cape Town-based universities, colleges, and TVET colleges
  • Students must not be enrolled in concurrent studies during the programme (exceptions: WIL, PhD/Doctoral candidates)
  • No guarantee of permanent employment upon completion
  • No other employment or private business permitted without the City Manager’s written approval

Required Documents

  • Certified copy of South African ID / Citizenship (no affidavits)
  • Certified copy of Matric certificate or statement of results
  • Certified copy of highest qualification

Applications are online only — no hard copy or emailed applications will be accepted. Smartphones are not compatible with the application portal. You may use a Smart Cape computer at any City of Cape Town Library (library membership required).
